The Global Ocean Observing System(GOOS) is an international progmmme preparing a permanent global framework of observations, modelling and analyses of ocean variables needed to support operational ocean services. GOOS is promoted by several United Nation agencies such as Intergovernmental Oceanographic Commission(IOC), the World Meteorological Organisation(WMO), United Nations Environmental Programme (UNEP) and the International Council of Scientific Unions (ICSU).
