Conflicts between salmon mariculture and capture fisheries

Analysis of causes of conflicts in North Amer ican salmon fisheries suggests general characteristics of management alternatives. Al though territorial use rights and individual transferable quotas would directly address the absence of property rights, often they are neither feasible nor acceptable. United States experience suggests that a combinat ion of limiting the number of licences and using other regulations is more likely to achieve desired objectives. Involving industry and community representatives in resource management may increase effectiveness and reduce costs. Both national and internat ional conflict resolution require better scientific information and greater cooperation among scientists in neighbouring countries.
