The terms of reference were (C.Res.1988/2:4:5) as follows:

"The Study Group on the Norwegian Sea and Faroes Salmon Fishery (Chairman: Mr H.l. Jakupsstovu) will meet in Helsinki 7-9 February to prepare the relevant data for presentation to the North Atlantic Salmon Working Group at its meeting in March 1989."
