Hansen, opened the meeting at 10.00 hrs on 18 March 1992 and welcomed the participants, in particular, the director of the Institute and host of the meeting and representative of the BMB, Dr B.I. Dybem, the Environment Secretary of HELCOM, Ms E.-L. Poutanen, and the Environment Officer of ICES, Or J. Pawlak.
