Report of the Workshop for the Regional Database (WKRDB3)
1. Regional DB FishFrame at present represents a big step forward in the collation of sampling data and the standardisation of data recording methodology.
2. Following the EU DCF/EU DC-MAP, and building on the recommendations from WKPICS the Regional DB should aim to support design based sampling and estima-tion.
3. Changes to the exchange format have been suggested, to support national institutes in upload data using the current format. These changes are not enough to support the design based sampling and estimation, but will enable upload for all countries. Therefore a major change in the exchange format have also been suggested, based on the suggestion from the SCRDB 3.
4. The estimation process in RDB FishFrame (the “processing modules”) is not supporting design based sampling and should only be promoted for raising data to the as-sessments, where a design based approach is not on going.
5. Based on the imported data into the RDB you can make some standardised output reports which support the RCMs and potentially the assessment EG regarding the data quality.
6. The changes towards the design based sampling and estimation should be done in one go, to rethink and redesign the exchange format and database structure to get the most optimal solution to support the design based sampling and estimation. The WKRDB 3 do not support step wise approach, because potentially not everything would be implemented. A second objection is that national institutes would not like to adapt to changes in the exchange format every year, because it is a demanding task to extract national data and change conversion programs every time the exchange format change.
